1. Purpose and Compliance Statement

This Refund and Terms of Use Policy has been developed in accordance with the Texas Department of Insurance (TDI) Continuing Education Provider requirements. Its purpose is to ensure that all policies regarding course access, completion, and refunds are administered fairly, transparently, and consistently while maintaining compliance with applicable TDI regulations.

2. Refund Policy

2.1 Eligibility for Refund

Because Mosaic Continuing Education courses are delivered electronically and accessible immediately upon purchase, refund eligibility is limited to ensure course integrity and regulatory compliance.

A full refund (less any non-refundable state fees and administrative fee) may be granted if all of the following conditions are met:

  • The refund request is received within five (5) calendar days of purchase.
  • The participant has not accessed or started the course (including viewing lessons, downloading materials, or attempting a quiz).
  • No certificate of completion has been issued.
  • No continuing education credit has been reported to the Texas Department of Insurance (TDI) or any other licensing body.

Once any of these actions have occurred, the course is considered consumed and is non-refundable.

2.2 Refund Request Procedure

To request a refund, the participant must:

  • Submit a written request to support@mosaicce.net within five (5) calendar days of purchase.
  • Include the participant's full name, course title, purchase date, and reason for the request.
  • Submit the request from the email address associated with the registered student account.

Refund requests received after five (5) days will not be processed unless an exception applies under Section 2.9.

2.3 Non-Refundable Circumstances

Refunds will not be issued under the following circumstances:

  • The participant has accessed or begun any portion of the course.
  • A certificate of completion has been downloaded or issued.
  • Course credit has been reported to TDI or another state licensing authority.
  • The refund request is made more than five (5) calendar days after purchase.
  • The participant failed to meet stated technical or system requirements prior to purchase.
  • The course or package was obtained free of charge or through a 100% promotional coupon (no payment was made; there is nothing to refund).

In these cases, all fees are considered non-refundable.

2.4 Bundles and Packages

Course bundles and packages are eligible for refund under the same conditions as individual courses (Section 2.1): within five (5) calendar days of purchase and provided no course within the bundle has been started. If any course in the bundle has been accessed, a certificate issued, or any hours reported, the entire bundle is considered consumed and is non-refundable.

2.5 State Reporting / Filing Fees

State-mandated reporting and filing fees (added at checkout) are non-refundable once a course has been completed and reported, as these fees are remitted to the state. Where a refund is granted for an unstarted, unreported course, any state fee collected will be returned with the course price.

2.6 Technical or Access Issues

If a verified technical issue prevents course access or completion, Mosaic CE will:

  • Provide technical assistance to resolve the issue promptly.
  • If resolution is not possible, offer either a full refund or a course credit applicable toward future enrollment.

2.7 Course Cancellation by Provider

In the event Mosaic CE cancels or discontinues a course:

  • All enrolled students will be notified immediately.
  • Students may choose either a full refund or a credit transfer to another course of equal value.
  • Refunds for cancelled courses are processed automatically within seven (7) to ten (10) business days.

2.8 Administrative Fee

A $10 administrative fee may be deducted from approved refunds to cover transaction and reporting costs. This fee is waived in cases involving duplicate purchases, verified system errors, or provider-initiated course cancellations.

2.9 Exceptions

Mosaic CE reserves the right to grant exceptions under the following verified circumstances:

  • Duplicate or accidental purchases
  • Verified billing or system errors
  • Military deployment
  • Medical emergencies (with supporting documentation)

All exception requests are reviewed individually and approved at the discretion of Mosaic CE.

2.10 Payment Disputes and Chargebacks

Initiating a chargeback or payment dispute for a course that has been accessed, completed, or reported to TDI is a violation of this policy. Mosaic CE reserves the right to provide the payment processor and financial institution with records of course access, completion, and CE reporting to contest disputes for consumed courses.

3. Terms of Use

3.1 Course Access

  • Enrollment provides individual, non-transferable access to the purchased course.
  • Sharing login credentials or course materials with others is prohibited.
  • Course access remains active for twelve (12) months from the date of purchase unless otherwise specified.
  • It is the participant's responsibility to complete the course before their applicable license renewal deadline, which may occur sooner than the 12-month access period.
  • Mosaic CE may update course materials at any time to maintain compliance with TDI or NAIC standards.

3.2 Course Completion and CE Credit

  • Participants must complete all modules, quizzes, and the final examination with a minimum passing score of 70%.
  • For continuing education (CE) courses, participants may retake exams and quizzes as many times as needed to achieve a passing score, at no additional cost.
  • For pre-licensing courses, participants who do not achieve a passing score on the final examination may retake the exam.
  • Mosaic CE reports successful course completions to the Texas Department of Insurance (TDI), typically within one (1) business day of completion.
  • Reporting times may be delayed by federal holidays, weekends, scheduled system maintenance, or technical issues outside of Mosaic CE's control. Mosaic CE will make reasonable efforts to report completions as quickly as possible under these circumstances.
  • It is the participant's responsibility to ensure that personal and license information provided during registration is accurate. Mosaic CE is not responsible for reporting delays or errors caused by inaccurate participant information.
  • Mosaic CE retains all course and completion records for a minimum of four (4) years in accordance with TDI regulations.

3.3 Certificates of Completion

  • Certificates are automatically generated upon successful course completion.
  • Participants are required to retain copies of certificates for four (4) years for audit verification.
  • All certificates are subject to verification by TDI.

3.4 Code of Conduct

Participants are expected to adhere to the highest standards of professional and academic integrity. The following actions are prohibited:

  • Providing false information or misrepresenting identity
  • Copying or distributing course materials without authorization
  • Sharing answers or engaging in dishonest practices during exams
  • Harassment or inappropriate communication with instructors or staff

Violations of this policy may result in suspension, forfeiture of CE credit, and notification to TDI.

3.5 Technical Requirements

  • Participants must maintain reliable internet access and use a current web browser (Chrome, Firefox, Safari, or Edge).
  • Mosaic CE is not responsible for technical issues resulting from outdated systems, unsupported software, or user error.

3.6 Intellectual Property

  • All course materials, videos, assessments, and instructional content are the exclusive property of Mosaic Continuing Education and are protected by copyright law.
  • Unauthorized reproduction, distribution, or sale of course materials is strictly prohibited.

3.7 Privacy and Data Protection

Mosaic CE collects and stores only the information necessary to verify participant identity, report CE credits, and maintain compliance with TDI record-keeping requirements.

Personal data is never sold. It is shared only as required to report CE credits to TDI and to process payments through our payment provider. All records are securely retained for a minimum of four (4) years in compliance with state and federal privacy laws.

3.8 Policy Amendments

Mosaic CE reserves the right to modify this policy at any time to comply with new laws, regulations, or provider standards. Updated policies will be published on the Mosaic CE website. Continued participation constitutes acceptance of any revised terms.

4. Acknowledgment

Enrollment in any Mosaic Continuing Education course signifies that the participant has read, understood, and agreed to this Refund & Terms of Use Policy in its entirety.

I certify that this Refund & Terms of Use Policy has been reviewed and implemented in accordance with the standards and requirements established by the Texas Department of Insurance (TDI) for continuing education providers.
